- 라우터, 마이그레이션 코드 구분 - 신고 기능 관련 공통된 예외처리를 핸들러에서 처리하도록 수정 (같은 코드 중복 선언 방지) - 핸들러 자체에 claim type을 지정하여 사용하는 방식을 제거

유저 신고 기능 및 신고 사유 작성 기능을 추가하였으며, 전체적으로 관리자가 신고 기능을 더욱 편리하게 확인 및 관리가 가능하도록 개선하였습니다.
