This is a direct translation of PR tobgu#288. It differs in these ways: * Use the matrix "include" syntax (instead of "exclude") * Update the QEMU action setup to be more succinct * Use the musllinux v1.2 image (instead of v1.1)

This makes the GH workflows build wheel packages for Musl libc distributions - this is most notably Alpine, which is widely used for containers.
Not sure if I used the correct platform ids / image name, they seem to be correct according to
cibuildwheel --print-build-identifiers --platform linuxand the example in cibuildwheel docs.
