Replace flake8 and black with ruff for improved linting and formatting. consolidates two separate tools into a single, faster linter.

@srtaalej LGTM! Thanks for bringing CI to a faster place 👾

I pinned the ruff version in 5402d36 since this can break CI between updates, and left one comment on docs otherwise, but please feel free to merge whenever!
