What does this PR do?
Update NUT to verify there's an actual conflict detected, the current NUT was just doing a remote update then deploy with
ignoreConflicts=truewhich passed but didn't test the logic.Running the test locally and also on dreamhouse, i see the current change breaks source-tracking from detecting new changes after the first deploy
