Add releasing note skills

This PR adds the releaseing note skills:

• SKILL.md: vLLM Ascend Releasing Note Writer
• references/ref-past-release-notes-highlight.md:
  And also add a output/v0.13.0 examples which was used by vllm-project/vllm-ascend@2da476d
