Add classes for of ProficiencyLevel and ProficiencyLevelList
Note: validation of pretopics for proficiency levels is currently disabled when importing a proficiency level from JSON. This is because no data is known about the dependencies during import. Later on, lazy loading of topic lists will enable that validation.
