Summary

Push the responsibility for rollout creation to turn/start. turn/start checks for rollout existence and create + write.
All information that were written to disk by thread/start would be a part of turn/start responsibility now.

Consideration

Should thread/start no longer be blocking and convert to async so that it does not freeze the rest of the client UI interaction.
