Admins can no longer bypass team membership for creating elevations or reading secret values. Added new authorizations and SQL queries to support strict checks. Updated tests and resolvers to require elevation for secret value access. Added migration for new authorizations. Co-authored-by: Johnny Horvi <johnny@horvi.no>
