adds another optional top-level directory in targets similar to
editor/andfieldEditors/that lets the target have some TypeScript that gets built for including in the share page. having this folder does not automatically include the output in the share page, it still needs to be included with a script tag.this is part of the work for microsoft/pxt-arcade#6672
