This allows freer-simple to be used with GHC >= 9.4. Prior versions of template-haskell are not compatible with those GHC versions. Newer version of of template-haskell seem to be fully compatible with freer-simple. That is, tests still pass and I haven't noticed any issues in my own project (which use freer-simple). Fixes lexi-lambda#40
The added `Monad b` constraint cannot be deduced in 9.10, and is warned about in 9.8.

Maybe we could also get this committed through Hackage trustees? I did that previously for #44 in haskell-infra/hackage-trustees#399 the process is quite straightforward and would allow installing template-haskell with GHC 9.10 directly from Hackage. Would you be willing to open an issue there? |

Of course, to prevent build errors, there also really ought to be Hackage revisions on older versions of
freer-simpleto specify that they are only compatible withbase < 4.20.
