Similar to googleapis/python-firestore#1163 . Python 3.9 tests will run in Github actions after the migration to google-cloud-python.

Code Review

This pull request removes the unit-3.9 test session from the default nox sessions in both the source and generated noxfile.py files. This change correctly implements the goal of disabling Python 3.9 tests in the default Kokoro runs, while keeping the session available for other CI environments like GitHub Actions. The changes look good.
