- Added .bazelrc to enable bzlmod.
- Updated .gitignore to exclude MODULE.bazel.lock.
- Removed .gitmodules and associated submodules (cpuinfo, googletest).
- Updated BUILD files to use new Bazel rules and correct license paths.
- Introduced MODULE.bazel and WORKSPACE.bzlmod for module management.
- Cleaned up third-party directory by removing unnecessary files.
