We'll probably be ready to merge this in early January. Until then, do not merge.

  1. Done.
  2. Not a breaking change, because this adds a new proposal type, and clients have been given advance notice, and they say they are ready (i.e. deployed code is aware of the new proposal type).
  3. Existing data is fine; no new data requirements.
