The HF_HUB_ENABLE_HF_TRANSFER constant was removed from
huggingface_hub.constants.Placing the version check before accessing it avoids
AttributeError: module 'huggingface_hub.constants' has no attribute 'HF_HUB_ENABLE_HF_TRANSFER'
