This PR contains the due diligence for Tekton to be an Incubation project in CNCF.
The application issue for Tekton is at #1310 .
Overall, Tekton meets all the criteria for Incubation. The project has demonstrated strong community engagement, active development, and a solid foundation of users and adopters. The project maintainers have been responsive and collaborative throughout the review process. Tekton is currently a under the Continuous Delivery Foundation (CDF). Due Diligence performed by myself and @chadbeaudin.
