feat(akamai): add 404 page

Adds a 404 page that can be dropped into wherever Akamai needs it. It's going to be used for when our normal 404 routing from within the React app isn't available. Since this will exist outside of our build system and I'm not sure how it will be hosted, styles and images are inlined for now. I could see us iterating on this once I could see what it looks like live / we have access to update things.

Changes

• adds a 404 page that mimics HMDA's with an improvement to the center content to mimic consumerfinance.gov/SBL
• inlines styles to avoid any issues where it may be hosted (we can revisit this once we see it live / have access)

Testing

1. Does the 404 page render by itself?

• I'm unsure how the fonts will load with this setup, but we'll have to test it once it's live
• I didn't include components that require javascript to function like the roll down Here’s how you know menu, but I might come back and revisit that
• If we think the hero content is an improvement over the current 404 page served by the React app, then I can update it there as well
• I'll want to iterate on this once I can see it live

Is there a risk the filename content hashes will change down the road? Should we be future-proofing these asset links since deploying this page to akamai is so difficult?
