Is there a risk the filename content hashes will change down the road? Should we be future-proofing these asset links since deploying this page to akamai is so difficult?

Adds a 404 page that can be dropped into wherever Akamai needs it. It's going to be used for when our normal 404 routing from within the React app isn't available. Since this will exist outside of our build system and I'm not sure how it will be hosted, styles and images are inlined for now. I could see us iterating on this once I could see what it looks like live / we have access to update things.
