This PR is stab at #953 and takes a different approach from #2907. It introduces a "lazy" setting, which, if set, makes all variable assignment lazy. This means that you don't need to annotate individual variables as lazy. If we did this, then we would probably also have to introduce an
eagerkeyword or similar, to force evaluation of assignments which are relied on for side effects.
