Summary

Honor UI_DIST for the UI build path with a default that matches the published binary layout.
Set UI_DIST=dist in dev/start scripts using cross-env for Windows support.
Document the optional UI_DIST override in the README.

Testing

Manual. Before fix dev server were returning 404.
