As you suggested in the issue, the linux vscode shell isn't powershell, it's whatever the system shell is (e.g. bash). It just happens to be powershell on Windows, so that Set-ExecutionPolicy works.
Perhaps we should just update the README to indicate you need to have bypassed execution policy when you run it.
