I'm not sure if this is the right way to do it, you tell me if you think these stubs should be a separate repository.
Some things are missing, I think mostly some constants.
I haven't double checked the spelling, but it mostly should be the same docs as written in the C source code (for the most part).
I haven't actually checked the whole api myself, but it's a good start I think.
