Separate CI tests for NetCDF and ADIOS.

@wkliao You could put this into the other CI script as separate jobs instead of having two workflows with duplicated triggers, permissions, and package versions.

See here for an example of a project I work on where there are two separate matrices for jobs in a single workflow file.

Keeping the NetCDF and ADIOS tests in a separate workflow is in case their supports are dropped in the future.
