Attempts to fix this workflow failing on the upstream repository by ensuring that
npm installis run before the step which runsnpm ci, since that has recently started to cause the workflow to fail.Additionally also fixes this workflow failing on the main branches of forks by attempting to publish the image to the fork instead of upstream.
