Adds a user edit page, which allows moderators to edit a user's description, rename them, reset their mainline/vita/beta build icon, view some of their planet data, reset their planets, aswell as restrict, ban and pardon them. Admins can also edit others' roles this way.
There is no graphical way to access the page in this PR, it will come later. The page will also show confirmation dialogs before uploading any punishment/planet reset/user update. Also fixes a typo in
UserRoleswhich attributed a wrong value to theBannedrole.Needs a few certain changes before it can be merged though...
