What this PR does / why we need it:
This PR adds entries for qdc and qdpx file extensions, mapping them to the Codebook and Project files defined by the REFI-QDA standard. It also adds mimtype display mappings. These are useful in concert with the new REFI_QDA previewers at gdcc/dataverse-previewers#137

Which issue(s) this PR closes:

Special notes for your reviewer: This is the standard way we add mimetypes. The ones used are both unregistered (e.g. using x- ) since there does not appear to be any registered/official types for these files/extensions yet.

Suggestions on how to test this: Could add files ending in .qdc and .qdpx and verify their mimetypes.
