Add missing per-report analysis paragraphs to 11 non-English committee reports pages

11 language versions of the 2026-02-25 committee reports article were missing the "What this means" analysis paragraphs for the 3 Defence Committee (FöU) report entries, while EN, SV, and ZH already had them.

Changes

• 11 language files updated (DA, DE, ES, FI, FR, HE, JA, KO, NL, NO, AR): inserted a localized analysis paragraph between the committee label and the document link for each of:
  • FöU10 (Total Defence) — Sweden's total defence concept and NATO recalibration
  • FöU12 (Stronger Protection for Civilians) — civil protection measures during heightened readiness
  • FöU11 (Maritime Environmental Rescue) — National Audit Office findings on maritime environmental response capacity

Labels are localized per language convention (e.g. Hvad dette betyder: / Was das bedeutet: / Qué significa: / <em> for FR / <p class="report-analysis"><em> for JA).
