Update lock file & patch versions

What does this PR do?:

• Updates lock file that DEPENDENCY UPGRADE: sinon (major → 21.0.1)  #264 and DEPENDENCY UPGRADE: @types/sinon (major → 21.0.0)  #265 didn't do.
• Updates semver and typescript to their latest patch versions.

Motivation:
We want to keep our lockfile in sync with our dependency declarations. We want to simply update to latest patch versions of semver and typescript, without coupling them with #266.
