About this change - What it does
Add tests directory and a test to check if the server runs. Integrate tests in CI.

Why this way
Pytest library seems easy to use and it is very common in python projects.
Implemented a simple test for the sake of the first setup.
Waiting on another PR to integrate git hooks using pre-commit framework.
