Update irc instructions on website

Our internal wiki has info on WeeChat and other stuff. I'd be great to put it all on our website for folks to have lots of options. It's already on gitlab in markdown so it would be pretty easy to move over!

I would suggest linking directly to the gitlab post? Since the one in WiCS/Documentation is accessible to anyone that can get into uwaterloo gitlab
