Script initial creation of a new worknote

Need to:
- take parameter of desired title
- generate kebab-case version of title
- generate correct path (/content/note/{yyyy}/{yyyy}-{mm}-{dd}-{kebabbed title}.md
- exec `hugo new` to create the content
- log the file location

Have example in the repo from Rowan Manning's site, could rework that for our (simpler) requirement
