Implement Docker-based MCP Server in docker-mcp

Goal: Implement a containerized Model Context Protocol (MCP) server using Docker in the docker-mcp folder.

Context: This project demonstrates multiple ways to create and deploy MCP servers. The Docker-based server should be portable, spec-compliant, and include a Dockerfile and deployment instructions.

Acceptance Criteria:

• Docker MCP server implemented in docker-mcp
• Dockerfile and README with build, usage, and deployment instructions
• Automated tests and/or evals for MCP endpoints
• Passes Copilot Coding Agent CI setup
