Current Behavior

When I manually add unmanaged switches as DUMMY devices, they won't stay online. I followed the steps in the doc including setting IP's of both 0.0.0.0 and 127.0.0.1 but eventually they seem to go offline and then won't show in the network map.
Sometimes they show up but usually once they go offline they are off. As of right now I have added a PowerLine adapter that is staying up but have two switches that are offline. I had a couple other switches I tried settings up and they went off too.

Expected Behavior

Based on the documentation I expect the devices to stay as online.

Steps To Reproduce

Create a DUMMY switch using generated MAC and 0.0.0.0 OR 127.0.0.1 as the IP Address.
