Provide guidance for Dedicated Root Transition Plans #289
Description
MRSP section 7.5 requires CA operators with root certificates enabled with both websites and email trust bits to submit a transition plan to Mozilla by April 15, 2026. Guidance is needed for how and where plans are to be officially submitted and tracked. One idea is to have CA operators use either the "CA Certificate Root Program" component or the "CA Documents" component with a specified whiteboard string to track submissions.
