Add a consistent percentage formatting utility

As mentioned in #457 (comment), formatPercent should be pulled out to a more general /lib/utils file and used throughout the app where percentages appear.

@ECWireless in PR #545 , we have a formatPercent function used throughout the app. Any other functions with a similar naming or capability have been deleted to unify the use of a percentage formatter. In that PR, any function that formats a number of any sort (LPT, ETH, USD, regular number, or percentage) will be found under @utils/numberFormatters.tsx to help centralize that functionality. If that PR merges, then it would fix this issue as well.

I would also be for moving any pure utility based functions into the utils folder found in the root so we can start making dedicated files for numbers formatting, string formatting, date formatting, voting formatting etc.
