Apply capitalization even when string begins with punctuation #282

If "Capitalization" is set to first/all words, it does not capitalize the first word if the text begins with a punctuation mark. E.g. in Korean

"[평양]" converts to "[p'yŏngyang]" rather than "[P'yŏngyang]".

A user of the OCLC macro asked if the first letter of output string could be capitalized in such case. This particular example is a city of publication enclosed in brackets, fairly typical in MARC records. I can also imagine common cases where the input text is enclosed in quotes or parentheses, and where it would be desirable to capitalize the first letter after the initial punctuation. Could this behavior be added to SS, as long it does not conflict with any other desired behavior? Thank you,
