New issue type - instrumentation issues

Hey, could someone review [https://github.com/getsentry/sentry/pull/105988](https://github.com/getsentry/sentry/pull/105988)<br>It introduces a new experimental issue group type for instrumentation issues which will be created by the Seer Autopilot.<br>Similar to user feedback, these will be displayed in their own dedicated UI.
