It would be great to have some possibility to configure the NPM_REGISTRY that should be used for npm / yarn version resolution of any tools.
Right now, the registry is hardcoded in src/cli/tools/node/resolver.ts

I think this might be the root cause for my issue described in renovatebot/renovate#40413 that uses the install-tool command.

you need to configure custom registry manually, that's by design.
