Add guidance for your first closed question #1990

When a question is closed we add a notice to the post consisting of a short message for the specific close reason and a generic explanation of what closure means. Experienced users know what this means, but can we add some extra guidance for the first time this happens to someone? This should be dismissible like the "first visit" guidance is.

This new guidance should explain that closure is meant to be temporary and encourage edits to address whatever the issue was, after which the question can be reopened. Because the guidance could vary by community, I suggest adding a "help and guidance" setting which we populate with a reasonable default. (Software Dev might want to mention a minimum reproducer; religion communities might want to reiterate no pastoral advice; etc.)
