Unable to trigger stop scanning from external app #292

Describe the bug
If Intiface is started scanning, then stopped scanning future toggles appear to not work/will always result in a variation of:
Stop scanning called in state ActiveStopRequested, no state change needed
or
System already scanning (state: ActiveStopRequested), ignoring new scanning request
Expected behavior
It should be possible to toggle stop/start scanning at will (from both server and apps)
