Resolve DOCKER_VOLUME_PATH ambiguity

DOCKER_VOLUME_PATH is used both as an environment variable in docker-compose.yml as well as a variable in Tango's config.py, which may be confusing for new users setting up as the environment variable is meant to be modified but not the one in Tango's config.py
