Restore missing TCWs

TCWs lower than 20 used to be hosted on the old WordPress website, but now that this is no longer online, we need to be able to reference them.

Let's restore the others by preparing a home for them here.

I just added a TEI version of TCW 09 with 8f1f959

Questions:

1. Is the goal to restore all of the TCWs previously labeled legacy?
2. Shouldn't there be some distinction between current and legacy TCWs? 09 was labeled as legacy, but now (from a presentation perspective at least) has been promoted back to current, even though it isn't current. What state is aimed at here? If Council is promoting it back to current, it ought to be rewritten so that it's current.
3. Is the plan to turn all of these into TEI? I'm not sure they all were to begin with. There are some in the Vault which are HTML or PDF.

For any page that existed in the old site, I can pull that page out of the WordPress export and make it into Markdown. I just need a list of the pages. But I slightly feel like these should go into the Vault if they aren't active.

TCW 09 reactivated itself when it was mentioned in the October Council call, and it was a bit sad that we could only find it on the Wayback Machine. We discussed it on the call today (recognizing it had been misinterpreted in the past). We are deciding on some matters of reasonably breaking backwards compatibility.

Some of these are more important to us than others. That one is currently in discussion so maybe it shouldn't be mothballed as legacy.

Whatever we do with the old TCWs, they should be somewhere where we can find them and reactivate them here when we need to, well, work with them.

I suppose binning them in the Vault makes sense. But I think it would be helpful to find all the TCWs here in the same Documentation repo as our "library" of Council reference. It is no big deal at all to code them in TEI and if we do it helps us add comments and formally document our revisions.

I'd be in favor of a Legacy directory here. Simplest solution might be not to bother with publishing those in Legacy bc we could reach them easily here and relocate them with those published on the website if they are under active discussion.

But we could just publish them under a Legacy collection--or decide whether that is worthwhile later.

Hi, it seems that the Internet Archive is offline... Is there any other place where the legacy TCWs are located? Or is it just the Internet Archive and a snapshot on the personal machine of @lb42 ? In any case, this highlights the importance of moving the legacy TCWs to a repo here.

We (@trishaoconnor and myself) checked the Vault but we're not entirely sure whether the files of the Text Documentation Committee contain indeed a number of legacy TCWs?
