Add type specifier for video pubsub streams [5 pts] #3
Description
Type should include whether OpenCV, ffmpeg, etc., and they type of compressions, like raw, mjpeg, h264, etc. Height/width information and color information should be included as well.
This should publish whenever changed, or whenever a request is received via the cmd sub.
