Screen flows are always "not used" even if they are included in record page

Many flows are identified as "Not referenced anywhere" in the Reasons for being tagged.  This seems to also report in erroneously.  Many of the flows are referenced on an Object Record Page and run/displayed on right hand side of the Object Detail Page.  For example, screen flows.
