Tattle: deploy kaapi-guardrails service

Currently, the kaapi-guardrails service exists but is not deployed to any environment. This prevents us from:

• Running guardrails validation in production workflows
• Testing guardrails functionality in staging environments

Describe the solution you'd like

Deploy the kaapi-guardrails service to Tattle infrastructure with the following requirements:

1. Service Deployment

   • Deploy kaapi-guardrails as a separate FastAPI microservice
   • Ensure proper service-to-service authentication with kaapi-backend
   • Configure appropriate resource limits

2. Infrastructure Setup

   • Set up production and staging environments
   • Configure environment variables and secrets management
   • Establish proper networking/service mesh configuration
