Docs modifications to encourage continual updates

Description

Eva should have a docs folder in this repository, and the documentation website should be built from this directory instead of from a different repository. Doing so would probably take care of some issues we've been having with github actions that have stopped us from regularly updating the docs.

Having eva's documentation in this repository will help enforce documentation updates as new features/breaking changes are introduced.
