[Enhancement][Cli]: Add command to repair/create the blocklist configmap

  Problem Description:

  Right now, the Command Line Interface (CLI) doesn't have a proper feature to install/repair the blocklist configmap in case of something goes wrong during the main installation process

  Solution:

  Describe the solution you'd like :
  Add a command to check if the blocklist map is installed or not. In case it's not installed, create a new blocklist configmap
