Add service to monitor LTE USB dongle and reset it when needed #26
Description
When using the SIM7600NA-H USB dongle, the USB connection can become loose and make the pi lose network access.
A USB hub reset is required to restart the dongle.
Implement a service to monitor and restart the dongle when required.
